The museum sells its own tickets, at 22 euros for EEA visitors and 32 euros for everyone else, per louvre.fr. The tours price the same entry at 28 euros per adult inside their listings, and then add a licensed guide, usually headsets, and a route chosen for you. The museum lists thousands of works, so the route is the real product.
What a guide cannot do is change the opening hours or give you a quiet room in front of the Mona Lisa. Reviewers say so too, and one wrote that it was crowded at the highlights, as expected. What it does is take away the decision of where to go first, which is the part first-time visitors struggle with.
