The official price on the Sainte-Chapelle FAQ page is 22 euros outside the European Economic Area and 16 euros inside it, and the combined official ticket is 30 or 23 euros. A guided Sainte-Chapelle tour costs $26 to $223, so the gap is a question of what you add: a guide inside the chapel starts at $26, a Notre-Dame walk at $57.
The data supports a split. Memories France is limited to 7 and Walks In Europe to 8, while Napoleone Tour is private for up to 8. Vox City International lists a small-group option without a number, and The Perfect Vacation lists a private option I could not price. For a standard-size group I did not find a stated limit.
