Top 30 Sights Walking Tour and Tower Bridge Exhibit
The official site sells the exhibition at 18 pounds for adults, 13.50 pounds for concessions and 9 pounds for children aged 5 to 15, per the official entry page. A plain ticket opens the towers, the high-level walkway and the engine rooms. What a Tower Bridge tour adds is a person who explains the bridge, or a London route around it, and sometimes the Tower of London next door.
It does not add the bridge lifts. Those follow ship movements, and the official bridge lifts page lists them by time and vessel. So no Tower Bridge tour can promise that the bridge will open while you are there.
Private Tower Bridge Tour With a Guide

Longer options exist. A 3.5-hour option adds private car pickup and drop-off, and the 5 and 6.5-hour options add priority admission to the Tower of London. The 2- and 3.5-hour options do not include that ticket, and the 2- and 5-hour options do not include the car. Cancellation is free up to 24 hours ahead.

Reviewers loved the guides and the value of seeing the main sights in one day, and warn about the weather and the walking: bring an umbrella, good shoes and snacks. One says it rained for most of the six hours and it was still worth it. For a first-timer, that is a strong day, but it is the longest of the Tower Bridge tours and the bridge is the last stop, so you may arrive tired.
The Big Sunday Walk from Big Ben to Tower Bridge Pub is the other walking tour, at $127 for 4 hours in English. It starts inside Waterloo Station by Boots, between the entrances to platforms 11 and 12, with the guide holding a flag. It passes Leake Street Arches, Big Ben, Horse Guards Parade, Buckingham Palace, Trafalgar Square, St Paul’s, Borough Market, HMS Belfast, the Tower of London and Tower Bridge, with a lunch break at Borough Market and an optional finish at a 250-year-old pub. Entry to landmarks is not included, so this one shows you the bridge from outside. It has no rating yet, and the one review I have, in Dutch, liked the guide’s knowledge and wanted a longer break.

The plain entry ticket is $24 with 4.7 stars from 18,913 reviews, so the cheapest option, the audio walk at $45, adds $21 for a route, and the walks that include the exhibition cost $63 more for 7 hours, or $299 more for the private tour. If you want a live person, the choice is between those two, the Italian walk and the Sunday walk.
My view: the plain ticket is the better value if you only want the bridge, because the exhibition is the same building and you can read the history on site. A Tower Bridge tour is worth it for a first day in London, when you want the route to be someone else’s problem, or when you are travelling with a group that wants a private guide.
